There is no need to show every WBS component down to the work package. Use your best judgment. See the PCS Delaware WBS and the Ship WBS. For most large projects, the high level WBS is shown down to no lower than level 3. The WBS included in your course materials goes to WBS Level VI to demonstrate how it can be decomposed to the lowest work package level. A WBS can be organized by product oriented family trees or by phase or even by organizational structure.
