To successfully meet the goals of the assessment, the candidate will do the following:

1.Identify a specific school site or district need for improving buildings and/or facilities.

2.Consult with and obtain input from school/district administration and other affected stakeholders.

3.Research policies, legal issues, and (grant) funding sources applicable, and draft a needs analysis.

4.Develop a viable and realistic intervention plan for accomplishing the needed improvements, which includes specific project goals, budget/funding source(s), action steps, timeline, and person(s) responsible for project oversight and completion of each action step.

5.Present the intervention plan with a written narrative showing that, through the plan development and implementation process, the candidate will have met the focus standards and related elements.  

To accomplish each of the five goals of the assessment, complete the following:

1.Identify a specific school site or district need for improving buildings and/or facilities:

•Conduct a walk-around of your school or practicum site and make a visual assessment of the physical needs of the school. Based on your study of state/federal school safety and accessibility policies and rules, identify five to seven construction, maintenance, or repair needs with regard to accessibility and/or safety issues.

•Obtain and review school improvement document(s) already in place at the site or district, paying special attention to buildings and facilities issues cited in them. These might include such documents as a school or district strategic plan, a single plan for student achievement, or an accreditation action plan. Building or facility issues in which further planning and implementation are needed could serve as the foundation for the Strategic School Intervention Plan.

•Using the findings of the walk around, review of site documents and/or meetings with administrator/supervisor and other stakeholders, draft a needs analysis to serve as a basis for the strategic intervention plan to be developed. The needs analysis should include (1) the identified buildings or maintenance area of need to be addressed; (2) 2–3 short-term (3–6 months) maintenance or repair item(s) with a full description of each; (3) 2–3 long-term (12–18 months) maintenance or repair item(s) with a full description of each; and (4) one capital improvement (3–5 years new construction/major renovation) with a full description. The needs analysis will serve as the foundation of the strategic intervention plan for which the project goals, budget and funding source(s), action steps, timeline, and person(s) responsible for project oversight and completion of each action step are specified. Summarize the identified need from the review with the principal, internship site mentor, or other administrator or candidate supervisor to determine feasibility and to obtain support and/or approval (if required). 

•Research the district’s current policies for reporting safety and/or accessibility issues and the processes for making needed repairs or renovations.

•Research and identify any potential legal and ethical issues which will need to be addressed.

2.In addition to school and district administration, consult with and obtain input from at least four other affected stakeholders or stakeholder groups.

•Stakeholders could include any of the following, as appropriate: students and their families; school personnel; representatives of diverse populations within the school community (cultural, ethnic, racial, economic, and special interest groups); advocates for students with special and exceptional needs; agencies which provide health, social, and other human services; business, community, and government leaders; political, religious, and service organizations; and institutions of higher education. Prepare a survey and/or interview stakeholders to seek understanding of how this project will meet the needs of the population or community. Submit survey or interview results.

3.To provide funding for the needed improvements and/or repairs, study the school’s or district’s existing and projected facilities budgets, the school’s or district’s strategic plan (if available), and historical records on bonding and capital projects in the school or district. Research available grants. Prepare a budget which addresses each project component including funding sources. These may include existing dollars, projected dollars, special bond elections, state/federal grants, and others.

4.Create a table that includes: specific project goals, action steps, timeline, and person(s) responsible for project oversight and completion of each action step.
