Draft a PolicyArgument Map
This Assignment addresses the following course outcome:
PP650-1:Compare methods used to analyze domestic and international public policies.
Policy argumentation is central to policy making. The purpose of this Assignment is to focus on comparing and contrasting different modes of reasoning and therefore framing policy problems which arise at all stages of the policy delivery process. Even after proposed laws and policies have been introduced they are subject to continued scrutiny and evaluation. Creating a policy argument map is useful in framing the argument of the issue. The context, language, and manner in which a policy problem is articulated drive the debates, discussions, and the argument ultimately dictates the adopted position, sometimes by consensus.
Instructions:
Select two editorials on a current issue of public policy from two newspapers (e.g. New York Times, Washington Post, The Economist, Le Monde) or news magazines (e.g., Newsweek, The New Republic, National Review).
After reading the editorial you should:
- Use the argument mapping procedures in Chapter 8 of Public Policy Analysis to analyze the pros and cons (or strengths and weaknesses) in order to display contending positions and assumptions.
- Identify in the argument map the warrants, backings, objections, rebuttals, and qualifiers.
- Use Figure 3.16 on page 107 to rate the assumptions and plot them as to their importance and plausibility.
- Which arguments are most plausible?
Your policy argument map should be a minimum of three (3) pages and should not exceed ten (10) pages. For an example of the steps in mapping a policy argument use Box 8.1 on page 343 and Chapter 8 in your textbook, Public Policy Analysis.
In addition to the above items, be sure to submit a map of your own created in MS Word. Use the attached instructions to create your own visual representation of an argument map based on the examples you see in Chapter 8. Please add this to your Assignment and submit as one document.
