Globalization of Organizations and HR

The globalization of business has shifted from trade and investment to the integration of global operations, management, and strategic alliances, which as has significantly affected the management of human resources. Individuals from other countries are employees. There are three main types of global workers: expatriate, host-country-national, and third-country national.

An expatriate is a citizen of one country who is working in a second country and employed by an organization headquartered in the first country.

A host-country national is a citizen of one country who is working in that country and employed by an organization headquartered in a second country.

A third-country national is a citizen of one country who is working in a second country and employed by an organization headquartered in a third country.

Attracting global talent has created political issues. For instance U.S. employers are having a difficult time hiring enough engineers and educated tech workers, but U.S. federal legislation restricts the quota for high-skilled workers to be admitted from other countries because of the high numbers of unemployed US workers.

Case Assignment

Task: Drawing on the material in the background readings and doing additional research, please prepare a 3-5 page paper (not including the cover and reference pages) in which you:

Write a persuasive paper in which you discuss the pros and cons to attracting global talent and then argue whether or not U.S. federal legislation should restrict the quota for high-skilled workers to be admitted from other countries because of the high numbers of unemployed U.S. workers. Please provide examples to support your argument.

Your paper will be evaluated on the following points:

  • Precision - Does the paper address the question(s) or task(s)?
  • Clarity - Is the writing clear and the concepts articulated properly? Are paraphrasing and synthesis of concepts the primary means of response to the questions, or are excessive use of quotations how thoughts are conveyed? Are headings included in all papers greater than 2 pages?
  • Breadth - Is the full breadth of the subject addressed?
  • Depth - Does the paper address the topic in sufficient depth?
  • Grammar, spelling and vocabulary - Is the paper written well - is the grammar, spelling, and vocabulary suitable to graduate level work?
  • Referencing (citations and references) - Does the paper use citations and quotation marks when appropriate?
  • Critical thinking - Is the subject thought about critically, i.e., accurately, logically, relevantly, and precisely?

Dealing with Repatriates

An expatriate is an employee living and working in a different country from where he or she is a citizen. Moving an employee to an overseas assignment for an extended period of time requires careful selection, training, and planning to make the experience a success.

The return of an expatriate (called repatriation) must be well planned and executed in order for the employee and organization to benefit from the overseas assignment.

Task: After doing some research, discuss how you (i.e., the VP of HR) would conduct the repatriation process for an employee who is returning from Saudi Arabia after 5 years. Use your creativity and discuss the entire procedure.

SLP Assignment Expectations

Your paper should be short (2-3 pages, not including the cover sheet and references) and to the point. You are expected to deal with these issues in an integrated fashion, rather than treating them as a series of individual questions to be answered one by one and left at that.
