Police misconduct is a serious issue in the United States. While the Department of Justice can conduct "Pattern and Practice" investigations into State and Local law enforcement agencies, most allegations of misconduct are investigated at the local level, either by the law enforcement agency, or by some kind of civilian oversight authority.

Identify three positive and three negatives with civilian oversight investigations of police misconduct. From your list, select what you feel is the most important positive and the most important negative issue with civilian oversight. Describe each in detail, and explain why you feel this is the most significant positive issue and the most significant negative issue.
