Read the Case Study “Mending the Patchwork of NP Regulations” (Nickitas, Middagh, Feeg, p. 335-338). Write a 5-7 page paper, using evidence from the literature to address the following questions for your state or country:

What are pros and cons of the current Advanced Nurse Practice regulations in your state (or country)?

How are the three branches of government involved in the scope of Advanced Nurse Practice (executive for regulation, legislative for law, judicial for interpretation of the law)?

Identify three strategies that nursing or medical groups are using to influence change. How would you appraise the effectiveness of these strategies?  What strategies do you think would be effective?

Do you think licensure and scope of practice should be regulated at the state or federal level?  Justify your answer.

Instructions:

Select a federal bill or resolution that is of interest to your practice (www.congress.gov).  Prepare a position paper that incorporates analysis of the policy of interest. Provide a persuasive, evidence-based argument for your position on that policy, including all elements listed below. Include a one-page policy brief suitable for an elected official, including all elements listed below. An 8 to10-page paper is due to the professor for grading by the end of Week 5. This assignment is worth 30% of your overall course grade.

Students who live and work in the United States (US) should use www.congress.gov as a primary source of information on the bill.  Students who live outside the US are encouraged to apply the assignment to the legislative process in the country where you live and/or practice.

All elements of a position paper must be included:

A summary of the issue

Background information on the topic

Background information on the bill

Who is the sponsor?  Does the bill have bi-partisan co-sponsors?

Where is the bill in the legislative process? Has the Congressional Budget Office provided economic information to Congress?

What still needs to happen for the bill to be passed by both Houses and advanced for signature of the President? What is the likelihood of passage?
