You state that "When the population is fully represented, there is justice and order, then the government can be termed stable." Given that the U.S. is such a diverse country, we know that there are many groups that are underrepresented in the current political structure as compared to their general numbers in the population (lower income, women, and people of color, for example). How does this information square with your ideas of political stability?
