Elected official is someone who has been chosen by election and its responsibility to protect its citizenry, provide them resources and to enhance the lives of people by working with collaborative team of career experts, appointed, and other classified staff. Whereas, appointed officers are chosen by the president regardless of their expertise in the area. Elected and appointed executives often rely on career administrators (who entered in government via job vacancies) or other experts for their advice and expertise in that field. For example, when earthquake hit Alaska in 1964, President Johnson took the career officials and congressional advice to keep the relocation to minimum, and to move quickly so the state would be running again within a year. He reconstructed his cabinet as federal reconstruction and development planning committee for Alaska (pg52). Therefore, collaborative team of career experts, congress and President shows outstanding outcomes to recover the Alaska state. Appointees are appointed through their connection to politics, agency, donations, campaign work, and approval from senate. In the old days, when new administration gets elected, all of the existing classified officials were replaced with political appointees. For instance, President Roosevelt created Brownlow committee to enhance presidential leadership and manage the power of executive branch under presidential control. Under president’s order, committee proposed to replace the bipartisan civil service commission (which oversee and regulates the employment and working condition of civil servants) and also the President replaced large number of classified officials with political appointees (pg.45 PA Evolving). Even though congress rejected the proposal of removing the CSC, yet it approved the creation of EOP. These decisions shows that higher level official are influenced by politics to maintain their relationship with important political leaders or other people. Moreover, the relationship between political, elected and administrators depends on policymaking partnership. Usually, administrators interpret or draft the policies and they are often under pressure of an elected or appointed bureaucrats. Because elected and appointed officials often arise as supporters of special group or individual to choose certain criteria, interest or position over another in the process of making policies. In addition to that, budgets play huge role in shaping the relationship between appointed, elected and career officials because from federal to local government function under expenditure plan. Department or agency’s budgets determine the number of employment in the department and benefits would be available to them. Usually, career or classified officials gets affected the most when there are budgets cuts in the agency or department because they start to layoff staff or contracts are given to powerful leaders. Therefore, it’s process in which agency or departments are given consideration based on preferences and politics play a part in this process as well (159-160). I think this whole circle of working between appointed, elected and career is influenced by politics in some measures and they tend to work for the betterment of an agency, department or nation as whole.
