This question is asking not for what you know but what you understand from what you know in question . "state of affairs" in US health policy is likely to have something to do with the ACA. What is your understanding of how/why this new legislation/policy came about. The......more specific questions....what is it in a policy that demands measures of outcome, measures of quality. ........why is quality important.....Why is quality a complex issue e.g poor measures? poor definitions? poorly defined in current policies? what measures are used now? mortality rate? Complication rates?

2. Analysis: In your example analyze the root causes of the issues and the pros and cons of the example.

Analysis: Asks you to do a comparative analysis. For example you could compare HIPAA to the ACA as two different policies with the pros and cons of each or you could do a root cause analysis identifying what caused the ACA and/or caused the HIPAA policies then analyze if they share some of the same causes or have different causes.
