1. Compare and contrast the advocates and critics of public bureaucracies.     
2. Who was Max Weber?  What is the Weberian ideal and how does it relate to modern bureaucracy?  
3. Discuss White’s argument that the legal bureaucracy of criminal justice inhibits police cooperation.  Do you agree or disagree with his statement that efforts to increase homeland defense efficiency will not change the relationships?  Explain. 
4. Briefly summarize the current debate regarding immigration and homeland security. Explain your views on the immigration debate.   
5. Discuss why all levels of law enforcement should work with private agencies in order to protect infrastructure.
