  • Apply your theoretical position to an actual or hypothetical case study—a moral dilemma from work life in a public agency or setting.
  • Set forth the background: who, what, why, where, when.
  • Identify who is/will be influenced by the example and who, if applied to a public administration setting, would benefit and how they would benefit from the lessons derived from your analysis.
