Question One

Putting aside the question of tax credits, why might a government (whether federal or state) want to have regulated exchanges where individuals can purchase health insurance? 

Question Two

In writing the Affordable Care Act, what do you think Congress intended with respect to tax credits?  Do you think Congress intended to only make them available on exchanges created by the States, and not exchanges created by the federal government? 

Question Three

Do you think it was a good idea for Congress to insert into the ACA(Affordable Care Act) section 1332, i.e., the provision that allows states to secure waivers from the ACAs requirements if the four “guardrail” conditions of affordability, coverage, comprehensiveness, and deficit neutrality are met?  Why or why not?

Which rule do you think is a better rule? That a board of a hospital can change the medical-staff bylaws without the medical staff’s approval, or that it needs some form of medical staff approval?  Why or why not?

Do you think doctors employed by a corporation are more likely to give worse care to their patients?   Why or why not?
