In the third stage of your research paper, you will create an outline to demonstrate the structure of the paper and to ensure that you are on the right track with your research. Your outline should include the following information:
- your thesis statement,
- a listing of all six sections () that are required to be covered in your paper along with a brief description of information you have discovered thus far regarding each section, and
- 1. introduction of your topic that will be a homeland security program chosen by you at either the local, state, tribal, or federal levels;
- 2. U.S. government's role in homeland security programs at the specific level chosen
- 3. motivation of terrorist group activities against Americans
- 4. strengths and weaknesses of American homeland security's counterterrorism policies at the chosen level;
- 5. tactical response options to terrorism at the chosen level using available resources and jurisdictional procedures; and
- 6. conclusion of your paper.

Ensure your outline identifies any left-wing, right-wing, or special-interest terror groups that may be encountered at your chosen level of government. In addition, determine ways in which these groups can threaten homeland security at your chosen level.
Your outline must be at least two pages in length. All sources used, including the textbook, must be referenced. Paraphrased and/or quoted materials must have accompanying citations in APA style.
