Dr. Smith is a medical doctor who treats patients addicted to drugs and alcohol. He also owns a lab which performs all his patients’ blood and urine tests. Each patient’s treatment consists of a weekly urine test, even if it is unnecessary. He bills the tests to the patient’s health insurance. Recently, he has partnered with local sober homes to provide similar testing for their tenants. Are there any law(s) that are applicable to Dr. Smith's actions?
