In preparation for this discussion, review the video Nevada Continuity of Operations Overview (Links to an external site.). This video will lay the groundwork for the planning process addressed in the Comprehensive Preparedness Guide.

The Comprehensive Preparedness Guide (CPG) 101 (Links to an external site.) states “When threatened by any hazard, citizens expect elected or appointed leaders to take immediate action to help them resolve the problem. Citizens expect the government to marshal its resources, channel the efforts of the whole community—including voluntary organizations and the private sector—and, if necessary, solicit assistance from outside the jurisdiction.” Explain why the emergency planning process is thought to be more important than the emergency plan itself. In your explanation, address why it is important that organizations and jurisdictions adopt a continuous planning process. In addition, describe at least one reason why there might be resistance within organizations to plan for a disaster?
