DQ1 THE DIFFERENCES

What are the differences among natural, accidental, and human-made disasters? Address this question from both a physical impact assessment perspective as well as using an assessment based on the psychological impact of the event on the surviving population. Published evaluation reports on the response to Hurricane Katrina, the 9/11 attacks, and other disasters should be considered, as should research on disaster victims and PTSD.

Then discuss the Appendix B: "What Went Right" (pp. 125-143) section of Federal Response to Hurricane Katrina - Lessons Learned. For your discussion, prepare notes about lessons learned and identify the actions that should remain the same and those that should be done differently, if a similar event were to occur again.

DQ2 ELEMENTS OF A RESPONSE

The success of a disaster response depends on the well orchestrated and thoroughly competent response of those involved in the response protocol. What elements does an emergency management plan need in order to respond to the various types of disasters? What actions represent an overlap in response protocol to these different types of disasters?
