1) Any new policy or revision to an old policy must be discussed within a cautious framework. That is, new or revised policies must be subjected to a rigorous process that includes several phases. First, those involved in the policy-making process must carefully analyze the problem or issue under review. This means that the policy committee must scrutinize and document the necessity for change. Please apply a model or method to the creation of a new policy or revising an old policy related to gangs.

2) Criminological theories are important to researchers, policy makers, and those responsible for enforcing the law, prosecuting alleged offenders, and supervising convicted offenders or supervising them on probation or parole. Discuss two of the following criminological theories as they relate to gangs: social disorganization theory, strain theory, or subcultural theory.
