Caffrey, C. (2016). Cyberbullying. Salem Press Encyclopedia.
The Salem Press Encyclopedia provides an overview of what defines cyberbullying. According
to Cait Caffrey, the term cyberbullying was first introduced by Bill Belsey in 2004. Belsey
defined the term in an essay about the growing threat of harassment through digital
communication. Belsey described cyberbullying as, “a pervasive form of intentional harassment
by a group of individual acting with hostility toward another person, aided by the internet’s
invasive capabilities.” Surveys conducted by the Crimes Against Children Research Center
found that from 2000 to 2004, the percent of adolescents who reported being a victim of
cyberbullying rose from 6 percent to 10 percent. In 2006 the death of Megan Meier sparked
outrage across the country. Prior to Megan’s death there were no laws against cyberbullying. The
Megan Meier Cyberbullying Prevention Act was introduced to Congress. The bill was not passed
due to congressional members fearing that the bill would conflict with the First Amendment. Although the bill did not pass on a federal level, several states established laws. By 2014, 20
states established legislation that addressed cyberbullying. (Caffrey, C., 2016)

With the rise in cyberbullying, researchers have become concerned with identifying the risk and
protective measures for adolescents involved in cyber harassment. To understand effects of
mediation, researchers 568 adolescents who were in the 8th grade. The study found that
restrictive mediation was more positive for girls than boys. Instructive mediation was more
negative for girls than boys. Restrictive mediation is the practice of parents preventing a child’s
access to certain online content. Instructive mediation is the use of open dialogue between
children and their parents about online content and the risks associated with electronic
technology use. (Wright, 2017)
