Comment on Andrew Moravcsik's claim that there is no "democratic deficit" in the EU. Is it true that there in no need for concern about a lack of democracy in the EU because the EU is (a) relatively constrained in its exercise of power, (b) accountable to the citizens via national and European Parliament elections, and (c) simply not interesting for most citizens, who therefore voluntarily opt for non-participation? Or would you rather agree with Simon Hix that the EU in its current form is better characterized as a system of "enlightened despotism"?
